It's warm, but not uncomfortably so - for turians, at least. Compared to a lot of other habitable planets, Palaven has a pretty weak magnetic field. Pretty much everything that evolved on Palaven is equipped to deal with that, but almost anyone else is going to need an environment suit if they want to spend a decent amount of time on the surface.
