The only exceptions to the law we will ever make and that we have ever made are the ones that occur because the law or those who execute it have somehow failed in their service to the public, such as when one of our former presidents was secretly a supervillain in disguise and was torturing innocent sentients to create stardrives.

In that instance, yes, we disobeyed a few mandates to disband and to cease investigations into the UP government. But that was a very rare exception, due to a very particular set of circumstances.

Otherwise, those who commit crimes in the UP will face justice in the UP, in accordance with UP law and criminal procedure. Those who commit crimes elsewhere will have to face justice in the worlds where said crimes were committed, by the systems of law in those worlds.

[His nostrils flare slightly.]

And as far as genocide is concerned, one of the only instances on record of a Legionnaire killing another Legionnaire in the execution of their duty was when one of our own had been lost in time in the Second Galaxy, had gone irrevocably insane from being alone for billions of years, and had committed genocide on a galactic scale.

Genocide is not something we simply exempt when convenient, Ms. Beeny. Jan Arrah's memorial in the Memorial Hall is a testament to that.

But no genocide has been committed in this universe on the part of Locus. No attempt has even been made. If, in the course of events, an attempt is made, it will be dealt with accordingly, in whatever manner is lawful by the dictates of both UP law and Legion protocol -- possibly in the same way Jan's was, if circumstances call for it.

"Suspend" the sentence all you like, but I suggest you ensure that suspension factors in location and jurisdiction as well as timing.
